Blue Plains Regional Committee - Description
The Blue Plains Regional Committee (BPRC) was created by the Blue Plains Intermunicipal Agreement of 1985 (IMA) as the sole coordinating body for the purpose of interpreting, administering, and implementing the IMA. Membership on the BPRC includes both policy and technical representatives from each of the signatory parties to the IMA (District of Columbia, Fairfax County, Montgomery County, Prince George’s County, and the Washington Suburban Sanitary Commission), and since 1996, when the District of Columbia Water and Sewer Authority (DC Water) was established, includes representatives from DC Water. Members are appointed by the Chief Administrative Officer/General Manager of each jurisdiction/agency.
The BPRC meets on a quarterly basis, generally during the months of January, April, June, and September, and occasionally convenes additional meetings as necessary for the conduct of its business. BPRC meeting attendance is limited to appointed members and invited guests, as well as supporting COG staff.
The BPRC meeting agenda topics may include, but are not limited to policy and technical discussions and coordination among the jurisdictions that are signatories to the IMA regarding the following topics: Interpretation of the IMA; Blue Plains plant performance and compliance with permits, administrative orders and consent decrees; wastewater flows, flow metering and flow projections; sludge (biosolids) quantity, quality and disposal operations; sewerage system construction status; status of sewerage system operations and any proposed operational changes; and status of wasted water and infiltration control program. From time to time, the committee may also provide review and comment on a range of subjects related to implementation of financial issues regarding: operational changes affecting sludge (biosolids) quantity or quality; substantial changes in the quantity or types of chemicals used; proposed construction projects serving more than one user of Blue Plains; financial obligations including annual operating and capital budgets recommended by DC Water; changes in the financial accounting system which would substantially alter the information available for audit; proposed consent decrees, administrative orders, or law suits that could affect operations or costs; and water quality issues that affect Blue Plains facilities. It is the responsibility of the BPRC members to coordinate these topics with their respective jurisdictions/agencies as needed.
In January, 2005, the BPRC prepared an Annotated version of the 1985 IMA, reflecting its interpretation of the status of the agreement at that time. Periodically the committee may also make available additional documents resulting from its work. It also plans to schedule semi-annual briefings to the DC Water Board of Directors regarding the IMA and its associated committee activities.
The BPRC, is assisted by the staff of the Metropolitan Washington Council of Governments (COG), who provide technical, administrative and secretariat support to the BPRC.
