Description:

The Council of Governments' Department of Transportation Planning is seeking a Senior Statistical Survey Analyst for the Planning Data and Technical Services team. The successful candidate for this position will be responsible for the design, implementation, processing and analysis of transportation surveys and other data collected for use in regional transportation planning activities.

The Senior Statistical Survey Analyst will:

  • Develop the overall design for household travel and other transportation surveys.
  • Develop sampling plans, including determination of sample size requirements, sample stratification schemes, allocation of samples to strata and optimal clustering of samples.
  • Select and construct appropriate sampling frames.
  • Develop survey questionnaires and specify data collection methods and quality control procedures.
  • Supervise the editing and cleaning of survey data and the geocoding of address information.
  • Develop and implement survey data weighting procedures including adjustments for non-response and imputation procedures for item non-response.
  • Develop computer programs and software applications to process and analyze travel survey data and other transportation planning databases including Census Transportation Planning Products (CTPP), American Community Survey (ACS) datasets and National Household Travel Survey (NHTS) data.
  • Prepare reports and presentations summarizing survey results.
  • Prepare technical documentation and user guides and provide basic technical support to the departmental users of survey and other planning data.
  • Will also coordinate work assignments with departmental transportation modeling and planning staff and survey contractors as appropriate.

    REQUIRED KNOWLEDGE, SKILLS AND ABILITIES

    • Masterís degree in in statistics, transportation, planning, or a related field and a minimum of four years of progressively responsible experience in one or more areas of survey research, transportation planning, or a related field.
  • Demonstrated skill in the design and conduct of all aspects of sample surveys, database development and use of the SAS programming language.
  • Some knowledge of the use of survey and other data in regional transportation planning activities is preferred.
  • Some experience with Geographic Information Systems (GIS), analysis of GPS data and web-based software is also desirable.
  • Strong writing and oral communication skills.
  • Proficiency in the use of Microsoft Office software (Word, Excel, Power Point, Outlook).
  • Any equivalent combination of experience and training which provides the required knowledge, skills and abilities will be considered.
