Public Safety Programs

COG's ongoing public safety programs include law enforcement, fire protection and disaster and emergency preparedness. These programs fall under the purview of the Human Services and Public Safety Policy Committee which is comprised of elected officials and public safety directors and managers. They provide policy direction to committees, review and approve committee reports; develop policies that are directed to the COG Board of Directors for approval and resolution; and share areas of common concern on behalf of local governments.

Homeland Security Programs

The site includes a seciton on the National Capital Region (NCR) Homeland Security Program and the COG Homeland Security Program.

In the wake of the terrorist attacks of 2001, the Washington area has mobilized quickly to improve emergency preparedness, coordination, and response. On September 11, 2002, COG's Board of Directors approved a Regional Emergency Coordination PlanSM developed by the Board's Task Force on Homeland Security and Emergency Response for the National Capital Area. COG has held several workshops related to the RECPSM for regional officials. Visit the Program History page for information and related materials.

Having successfully fulfilled its mission, the Task Force ceded responsibility and oversight of homeland security policy to the Public Safety Policy Committee and a supporting National Capital Region Emergency Preparedness Council (EPC) as a result of Board action taken on November 13, 2002. Additionally, the Chief Administrative Officers Committee assumed authority over the new Regional Incident Communications and Coordination System (RICCSSM), a 24-hour, seven days-a-week communications capability that allows rapid contact between regional officials during an emergency.
